A PCC, or Parochial Church Council, is the executive committee of our Church of England parish. It's a body of clergy, churchwardens, and representatives from the laity, responsible for managing the church's financial affairs, maintaining assets like churches and halls, and assisting the clergy in parish management and promoting the church's mission. Essentially, it's a corporate charitable body, and its members are seen as charity trustees.
